Bill was born on April 2, 1972, in Long Island City, New York, to Armand Nossen and the late Anne Nossen of blessed memory. For the first eight (8) years of his life, regularly attended Shabbos services, along with brothers, parents, and grandparents at Congregation Sons of Israel. It was there where Bill’s Grandpa Joe, with the help of his oldest brother, Steven gently nudged him on the Bimah to lead the Shul in the closing prayers.
Bill moved to Jericho, Long Island toward the end of his 2nd Grade and spent the remaining school years in the Jericho School District. Bill and his family joined the Jericho Jewish Center, where he became a Bar Mitzvah and later had his auf ruf. It was at the Jericho Jewish Center, and thanks to the spiritual guidance of Cantor Israel Goldstein, where Bill developed his love of davening and liturgical music.
Bill attended and Graduated from S.U.N.Y Binghamton in 1994, where he majored in Law and Society. Next came his law degree from Seton hall University. (Where else would a nice Jewish boy go for law school?) Bill started off his legal career as an Assistant Prosecutor in Newark, New Jersey. After joining the private sector and practicing criminal defense work for 8 years, Bill was lucky enough to work at the New Jersey Principals and Supervisors Association from 2011 to 2015.
Bill’s life forever changed in September 1998 when he met Leslie Jo Friedman at the wedding of mutual friends, Jason and Lynne Citrin. Paired up as Usher and Brides Maid, Bill and Jo exchanged their wedding vows in the same venue on a beautiful, sunny day in August of 2000. In 2002, the pair were blessed with the birth of Lily Ann, Chana Leah, and in 2006, Samuel Paul, Shmuel Reuven.
From 1999 through 2015, Bill and Jo lived in the great state of New Jersey, exit 15W off the Turnpike and 145 off the Parkway. Bill was extremely active at B’nai Shalom in West Orange and in 2014 became the Shul’s Membership Chair.
In 2015, Bill and Jo decided to move to Virginia Beach so they could be near Jo’s immediate and extended family, many of whom are here today. Bill’s active participation in Shul life has continued at Beth El. He has taught Sunday School, 6th graders and 3rd graders for the last 4 years. The last two years he has led the Rosh Hashana Shacharit Services, helped run the Kids’ Shul program and volunteered at Tot Shabbat services. Through the Men’s Club, Bill has organized Men’s Club Shabbat, the annual Tides baseball and cookout event, and sold 50/50 raffle tickets and the annual Bingo event. The Shul is Bill’s second home.
